Ewha Womans University Seoul Hospital applies its international outpatient payment rules to patients with or without Korean National Health Insurance. Treatment fees may be paid in Korean-won cash or by credit card; the main-building B1 bank can assist with foreign exchange if needed. [1] For international outpatients, the hospital says all examinations and treatments other than consultation must be paid before the appointment. [2]

Appointments and private insurance

Scheduling carries its own administrative duty. Where the person who booked cannot attend on the scheduled day for an unavoidable reason, the hospital requires the reservation to be changed or cancelled at least one day before that schedule. [4] Private insurance is handled on a different track from the hospital payment above: holders are required to pay upfront to the hospital and then file a claim with their own insurance company for reimbursement. [5]

Admission and room allocation

When admission is decided after a departmental examination or emergency medical service, the responsible or attending doctor enters the hospitalization date in the system; the patient and guardian then either complete admission that day or reserve at the hospitalization/discharge counter of the administration office. [6]

Once a room is allocated on the admission day, a KakaoTalk or text message states the time for the admission process and the room grades. Because the room is determined by the day's hospital situation and discharged patients, the patient may be assigned a grade that was not their highest priority. [7]

Discharge settlement

The responsible or attending doctor makes the final discharge decision on the day itself or the day before. [8]

Once insurance screening and medical record alignment are settled, the inspection team carries out insurance review of the entered prescription; when that payment review is complete, an SMS goes to the patient and guardian, and payment can be made at the administration office's hospitalization/discharge counter or at a payment kiosk in the ward. [9]

An interim bill is a separate, earlier step, and its figure is provisional. An interim medical fee payment can be checked and paid at the same counter or ward kiosk, but the amount is computed from what was entered into the computer up to a day before the check and is still subject to review, so it may differ from the actual amount payable at discharge. [10]

Medical-record copy requests

The hospital issues medical-record and imaging copies after payment at its first-floor counter; it does not issue them by mail or fax. [11]

Patients may apply for their own record copies; a patient under 14 may do so alone only if able to handle the request, usually at age 10 or older. A parent with parental authority may apply for a patient under 19. Eligible relatives are the spouse, lineal ascendants or descendants, and the patient’s spouse’s lineal ascendants. From age 14, a relative’s application requires consent bearing the patient’s handwritten signature. Siblings may apply as relatives only when those eligible relatives are absent. [12]

For record copies, a patient may appoint an agent using the patient’s handwritten-signed consent and power of attorney. A parent with parental authority may appoint an agent for a patient under 19; a patient under 14 cannot appoint an agent personally, so the parent must appoint the agent. The required consent and power of attorney are signed by hand by the appointing patient or parent. [13]

Ewha permits a relative or agent to re-delegate a record-copy request only when the patient agrees. The consent or power of attorney must say in writing that re-delegation is allowed, and the patient must sign by hand next to that wording. For a patient under 14, only the legal representative may consent to a relative’s re-delegation. [14]

When the patient cannot provide consent, a relative with authority to apply may appoint a third-party agent. Siblings may apply without the patient’s consent only when the patient has no spouse, lineal ascendant or descendant, or spouse’s lineal ascendant. [15]
